Looks like it is not road worthy and shouldn't be on the roads, overtaking at high uncontrollable speeds whilst passing a school with many children around at this time. The van has no rear bumper and most of its lights was not working at the rear including indicators and brake lights. The worst thing was that it was chucking out some horrendous black smoke that stank and made visibility and breathing difficault
