This driver (who didn't have the right of way) pulled out from a side road & seemingly without looking, once the traffic lights changed from red through to green. He continued, even after I'd sounded my car horn in alarm, almost side by side and a collision was very narrowly avoided.
He then sped off at at least 40 mph in a 30 mph zone and with a very noisy exhaust.
Eventually, due to stalling traffic after a mile or so, I then ended up right behind him and the stationary traffic allowed me to write down his reg & car details. He then had the audacity to get out of his car to take a photo of my car reg plate! However, by doing that, I was then able to see him, which proved helpful for writing this.
Young (approx mid 20's) slim build, tallish male driver with short, dark hair.
