I was travelling as a passenger in my wife's car. We approached the roundabout that leads to the southbound carriageway of the M3 at junction 10. When we arrived at the roundabout we noticed a young man in a blue Ford Transit van quite clearly talking on his mobile phone whilst driving. We proceeded to join the motorway at junction 10 and so did the driver of the van. When we overtook the van I could quite clearly see that the driver was talking on the mobile phone so I took a video of him doing this using my mobile phone. 10 minutes later on the approach to the M27 the driver of the van overtook us again and I could see he was still speaking to somebody on his mobile phone (I took another video). Both my wife and I noted that the manner of driving exhibited by the driver of the van was very erratic (he was leaving no stopping distance between his van and the car in front and he was pulling out into the lane to overtake other cars in an erratic manner).
