He was on his phone. Not paying attention. He was beeping us because we stopped to let an ambulance pass and he was on his phone. He went onto the other side of the road to get infront of us and cut off other cars causing them to emergency break then went 10mph in a 30 and when he was in front of us he broke checked us.
