Pulls out from Blackpool Old Road in roadworks onto the A586 jumping a red light (3 way control) at the roadworks. Speeds towards Windy Harbour and gets held up so I managed to get his number. Then uses a mobile device while waiting at Windy Harbour lights. Too focussed on his device, it was over ten seconds from when the vehicle in front moved before he moved holding traffic up. No signal either where appropriate.
